Guy, the strongest ninja in konoha at the time of oro's invasion.

As we know that oro could take hiruzen down in this war.
But, oro was much weaker as compared to itachi at that time.
Kisame, then, was still almost equally strong as he was against bee (he couldn't have earned tailed beast like status in those 3 years)
As for guy, i think he was capable of opening 7 gates if opportunity presented i.e. face to face match with any strong ninja. After all, even lee was capable of opening 5 gates.
So, guy could have beaten kisame even then too. And if he could beat kisame, then there could not have been any ninja stronger in konoha than him at that time.
I think I made myself clear.

don't you think that you forgot one important shinobi there ?? ..... also oro feared hiruzen so much that even with his awesome power he needed aid from edo tensei and took advantage of his master's old weaker state. as for guy beating kisame, that means nothing other than guy can beat kisame (kisame is revolved around absorbing chakra, and guy doesn't use chakra so its just that simple)

You can't say someone's the strongest in the NarutoVerse at any given time, because there could always be some fodder ninja that could smack the said strongest. Minato is the only exception to this rule.

danzo is stronger than gui, but didn't you forget JIRAIYA the strongest shinobi in konoha at that time (actually for almost all of part one and half of part two).

Kakashi, jiraiya, Danzo, Tsunade wasn't exactly in Konoha but whatever, Hiruzen, Asuma and Kurenai are like equal to him and there was Orochimaru. Btw Hiruzen is stronger because I don't think Guy can beat two Hokages and seal orochimaru's hands in his old age. Btw asuma and kurenai is IMO
