Suiciding for the win you guys say? No this is not suiciding this is giving up ones life for the climax of the springtime of youth! You cannot rule out Gai's springtime of youth as just suicide and say it is not his power, that is extremely disrespectful to Gai!
Regardless Suiciding, at least when I figure it in is allowed. The suicide with 8 gates grants massive strength that essentially guarantees your victory.
The reaper death seal, while being a suicide technique, doesn't qualify minato or hiruzen to be so high because of what you have to do with the technique to make it work. First you have to catch the person you are fighting and then you have to cut out their soul without them stopping you. This isn't a very useful technique on stronger people, a group of people, or small targets like humans. Gai in 8 gates commits suicide, but becomes a powerhouse capable of taking on large groups and extremely strong people, as well as not having to rely on the process of catching and cutting off a person's soul.
Also to those saying something like, "by that logic then hiruzen or Minato can solo the so6p by his logic", how many times out of 10 or out of 100 or out of 10000000000 do you think that hiruzen or minato will catch the so6p with the reaper death seal? Do you even think they would be able to catch Madara? I don't, with the speed displayed by Minato's slow ass, there is no way in ****ing hell.

Just because he dies afterwards, that does not mean he does not win the fight. It means he wins, then dies.
If you want to focus on a top 10 without moves that commit suicide, good for you, just say so.
Most people just state their top 10 and don't give any guidelines, and in that case gai should be top 10 and arguably top 3.
