No, Kabuto can't Summon Minato via IWR he stated this himself.
We might see him again in Naruto's subconscious, or who knows maybe he will make a comeback but through other ways than IWR.

Minato cannot be summoned to the world of the living it's over for him..when he used the reaper death seal his soul got sealed along with the kyuubi's yang or yin chakra i forgot which one but those who use the reaper death seal are forever doomed to do battle with the soul they sealed in the shinigami's stomach so as of this point none of the previous hokages including minato can be summoned...

Even if that happened it would be impossible. Minato already said that it's physically impossible to have all the 9 tails chakra in one body. That's why he sealed half in him and the other half in naruto.
