Lee and Neji are not even close to their levels. Guy is strong, but he can't keep up with A. Hiashi is a stronger version of Neji, but that won't help against Tsunade.

The two Kage wins.

There's something called match-ups. Hyuugas are her worst nightmare. Even Neji soloes mid diff. Deal with it.

Neji > Tsunade mid diff?
I mean, Neji doesn't stand a chance against Tsunade. Not saying he's weak or something, but Tsunade is above his level.
And as said before, Hiashi is simply an older/stronger version of Neji, so it's like 2 Neji's vs Tsunade. They'll fight well, but Tsunade takes this.

And same about Gai and Lee: Lee is just a smaller/younger version of Gai. A defeats them Zzz
