Suigetsu can turn into water.

Why would Jiraiya even be revived?
Why would Jiraiya even help Sasuke
What does Jiraiya even have to save Sasuke?

Jiraiya should remain dead, i don't want Kishi to soil yet another character by reviving him.

That can happen with numerous characters, as we've seen it's not exactly as they died.
If it was like that then Hiruzen wouldn't be able to move.
Itachi would be blind.
Nagato would have a ton of holes in his body.
Minato would've had a giant hole in his stomach.
etc. etc. etc. etc.
