I admit Guren is amazingly strong and would be one of the strongest females if she was in the manga, but even then she doesn't reaches the top 10 because some of the characters are that overpowered. I can't picture her faring well against powerhouses like Madara, Nagato, Naruto, Itachi, among others.
I mean, having the ability to turn any physical matter into crystal is an amazing power, even if the enemy doesn't uses it to attack she can still change the landscape for her techniques. She faced a Bijuu head-on and stunned it for a long time, it is amazing feat because if she had a sealing team like the Third Raikage she would've even won.
However, the inability to crystalize wind, pure chakra and energy-based attacks in general cripples her against some opponents and lightning attacks make her crystals shatter. It would depend on the match-up, she would be able to crystalize Mei's lava and Gaara's sand, but at the same time would be competely lost against Darui's laser spam, Onoki's Jinton. And lets not start into pure chakra attacks like Susanoo or Bijuudama.
She is not top 10 material because some characters are that overpowered, however she would be one of the strongest females for sure. She wouldn't be above Tsunade or Kushina, but I think she could be able to deal against Mei or Konan.
