Luffy is one of two to appear in all canon arcs , I decided to exclude those arcs because three is more interesting and some people would say Nami (she was introduced at the start of the second arc).You can't exclude any canon arc when asking a character appeared in all canon arcs.

That would be Luffy, Zoro and Nami, isn't it? Luffy is the only one that's been part of every single one, though.
In the anime, Nami was interested in the 1st episode (she even saw luffy - - anime only). Though in the manga, its the second arc in which she is introduced.
They did a lot of changes in the starting of anime episodes from manga.
