well lets think about it this way, naruto has all elements plus every kkg of the tailed beast. he only used rasengan and rasenshuriken with their abilities because that's all he had at the time. now with so many years having passed he would have developed jutsu to use with said abilities. plus the ability to use any elemental jutsu and master them to the highest level. considering he's also ashura's transmigrant, he should have mokuton now, or he could get it from having a hand made from hashi cells.

sasuke will have all the rennigan jutsu most likely. he may even get limbo's, i don't know. so he masters all of those abilities. he also has all elemental affinities, so he can learn any jutsu, especially because of the sharingan.

so in the end, both are still gonna be god tier. if i had to say though, naruto is still stronger. sasuke wouldn't have bijuu chakra to enhance his powers, and naruto would have even more power because of full kurama. plus his own base reserves would have grown because of him being an adult now and in his prime. so naruto strongest, with sasuke coming in close second.

I give it to Nardo extremely high difficulty simply because of his stamina. Both can put each other out in relatively one move, and both can dodge match deciding blows. The only way I see this ending is in a clash, and if that's the case, Naruto wins. His healing abilities too stronk. I will put at equal, but giving Naruto the slightest of slight edges.

It all comes down to what Sasuke's Rinnegan can provide for him in the future. The Rinnegan is the raw material necessary for anything to happen...

Within hours of awakening his Tomoe-Rinnegan, Sasuke was capable of using a genjutsu that is completely unbreakable (without another Rinnegan deactivating it). He was also capable of using 9 Bijuu-sized CT simultaneously....

And with the new databook we know that Sasuke's Rinnegan has some sort of connection to Kaguya's Rinnesharingan (Amenotejikara). Who knows what kinds of crazy shit he'll be capable of in the future.
