Obito-responsible for the current massacre and death of half the shinobi alliance

Kabuto-weilded the fire power of obito's army, and brought the shinobi alliance to their kness

Orochimaro- built his own village, army, and also has a world wide reputation that can be compared to madara

Sasuke-most wanted akasuki member, ever, took down big names, including oro an s rank criminal at such a young age

As for me, its obito/sasuke, whats yours?

oro killed a kage, sasuke killed danzo but i dont recognize him as a kage, madara lost to the first. and imo itachi was most wanted of akatsuki lol sasuke doesnt even count everything sasuke did was all obitos plan. ill say oro was the worst. but sasuke still has time.

Madara technically wasn't Konoha bred so he's out. I'd have to say Orochimaru. He is the reason both Kabuto and Sasuke are where they are today. Obito isn't a master villain, he's been guided by the mastermind Madara. Orochimaru is the only true immortal left in the series (discounting Hidan because he's buried in the ground). He is also the only villain that was a main protagonist throughout the series never being the tool of another. His days in Akatsuki were to gain intel and greater knowledge of jutsu. Orochimaru is the king of villains.
