I am talking about people that do not naturally have the sharingan then have them implanted into them like Kakashi or Danzo. Because different Uchiha have different MS tech we will not include MS. Just 3t sharingan.
Many of you might say Hashirama would be the strongest with no competition but think about Muu, Third Raikage, Kisame, Orochimaru, etc...
Kisame already has chakra like a tailed beast so he could have two sharingan implanted and would not need to cover them up. He would become better with taijutsu and genjutsu. His ninjutsu can already change the shape of a battlefield like Hashirama. He would get a big bonus from being able to read taijutsu easily.
Third raikage is nearly impossible to hurt and is faster than A. With the sharingan, most genjutsu would be ineffective so he is now mostly immune to genjutsu, taijutsu and ninjutsu. He would now have the immunities rinnegan users have. Include his speed and chakra levels he is a contender for most powerful.
Those are just two things so that you can consider the possibilities instead of just going straight to Hashirama.
