By this, i dont necessarily mean the strongest bt sme1 who possessed the real characteristics of a kage(leader)

Senju Hashirama-founder of Konoha in spite of several Wars nd problems of that time, brought peace to the shinobi world. He had many bijuus his cntrol at 1 time bt distributed them among many villages to make them equally strong to prevent further wars. Defeated Uchiha Madara. Arsenal in wood style nd knew a 1000 jutsus nd could perform Medical Ninjutsus without hand seals.
Senju Tobirama-Sacrificed his life to 20 Jonins to save his comrades during the 1st Ninja War being a decoy to let others escape. Arsenal in Water styles nd invented the Edo Tensei.
Hiruzen Sarutobi-The God of Shinobis. According to Iruka he was the strongest shinobi. A very caring person. The Village Elders said that his reign(longest reign) was a time of peace. He sacrificed his life to save his village during Oro's invasion of Konoha.
Minato-A caring father nd a good husband. Invented the Rasengan, arsenal in Space-Time Ninjutsu, Sealing jutsus. Sacrificed his life to seal the 9 tails nt caring about himself, his family nd his new born son.
Senju Tsunade-Arsenal in Medical Ninjutsus nd Taijutsu. Shes really strong. She protected 1000s of her villagemen during Pain's invasion nt caring fr her life nd she still strives to win the War by defeating Madara.

Tsunade risked her life for the village and is currently risking it now ,

Hashi may have been the strongest, but it is between Tobirama and Hiruzen in my opinion, Tobirama set up all of the important facilities in the viilage, eg. Academy and Chuunin exams and Hiruzen established Konoha as the force in was in not only one, but two shinobi world wars.

the third making konoha a power house in 2 back to back world war
the 4th impact to win the 3rd war, kept the village with a tailed beast to balance power
tusnade she had a huge imapct as a medical ninja when she counted all the sand poison, and cured many illnesses her ppl had (via kakashi, lee)

But im just waiting to say Naruto is the greatest to truly bring amongst peace within the shinobi world. For the first time having a shinobi alliance. saving thounds with his KM mode. A bridge is name after this guy since he was a kid. Come on man. you read the magna you should know lolz
