The best two cliffhangers imo both have to do with Tobi. The first is when Naruto headbutts Tobi's mask the first time they meet up in the war arc and you are so sure that he's finally going to be revealed but then he isn't.

The second would be when Naruto smashes open his mask in Tobi's other dimension and the chapter ends with "who are you"... That was such a tease...
