We've known that Sasuke and Naruto were incarnations of Indra and Ashura for a long time now, so him meeting up with Hogoromo wasn't that surprising. Sasuke is the other half of Hogoromo, people were even saying that he would meet him too.

Kakashi on the other hand isn't even an Uchiha, so how would he get PS? How was he even able to handle two eyes when it took years just for one? Not even trolls suggested Kakasho getting Susano'O.
