there development was shown only in war arc when they were fighting mini jubis. shino was one of the strongest k11 guy in part 1, in part 2 he was nobody. Neji died bcus of NaruHina. We still donot know Tenten is mother of metal lee or not? and u called these development.
Nami has more development then Ino in last 15years

Other than Sarada going on a mission to find her pants in the manga (probably), I don't have any issue with the art style. Kishimoto isn't exactly a very good artist either. Naruto is pretty serviceable looking at best.

Their personal special jutsu that they developed. Unless you bring in Togashi, there are only a few mangas which have that many and yet more fleshed out techs and fights than Naruto. ( at least the in the ones I have read) And no Oda doesn't flesh out fights/techs that minutely either. That's Togashi specialty that Kishi took inspiration from.

There is more to a character development than improved stats. Neji got the character growth early on - he was less arrogant and self centered and gradually became a caring cousin and friendly ninja long before his ultimate sacrifice while saving his comrades. Shino was a relatively a quite loner guy but logical and observant enough to know to point out limits, weaknesses and flaws of his friends. His logic being if they knew their weaknesses, then they could work on them. Kiba told him he was too harsh but it's no wonder he became a teacher in the end. And probably would be good one since he can analyze his students well enough and guide them properly. Also he kept getting stronger although there was not sudden change to make it dramatic.

You not knowing who mother is mother of Metal Lee means lack of character Development for K 11? That's absurd. I think we saw enough pairings for the rest you have upcoming series. I don't know who was Luffy's mother either and no don't give me theories that it's Crocodile. ( yea they have been around)
