[Question] Gotei 13 > Zero Division

So I have this uncertainty floating around my head if Gotei 13 is actually weaker than the Zero Division overall.

Do you really believe that? I know it was clearly stated but I really don't find it easy to believe that little statement.

Does that include the Soul King as a part of Zero Division?

The member of RG didn't make a zanpakuto Kyouka Suigetsu in a sense. He made asauchi. By the time Aizen instered his soul and that's how KS is created. Oetsu didn't create ability.

OT: At the time when statament was made, Yamamoto was alredy dead. Gotei 13 (with Yama) > RG > Gotei 13 (without Yama).

The Zero squad does not include the soul king. If it did then Ichigo would have received training from the Soul King as well. Now it hasn't been shown whether or not he actually met the Soul King especially since the last one he met with told him that Juha Bach had already attacked Soul Society while he was still training. So the Soul King could have trained him or Ichigo did not get to meet the Soul King
