As soon as your clone stomps into the tar she would be sucked down into it. Also the water jutsu (Rising Water Cutter) wouldn't make it out the tar. The tar would absorb the water (Earth beats water). Your clone is trapped within the tar so you'll have to break free from the tar before you can get close enough to attack me.
