I disagree. The Yami-Yami no mi is a full blooded Logia DF meaning that he is capable of having attacks phase through. In addition, he has shown to use attacks outside of negating other people's power as shown when he was sucking people in at Marineford if I recall correctly.

What makes Blackbeards a top tier....is the FACT that he can negate powers....that's completely unfair in combat because he maintains his power.

Blackbeard can only negate Devil Fruit users if he makes physical contact with his opponent.
Anyone who doesn't rely solely on their unique powers can in fact give Blackbeard a very difficult time.​

So far, both the Pika Pika no Mi and the Goro Goro no Mi are likely the most well-rounded, yet still powerful.
Both Devil Fruit possess the following characteristics:

• incredible speed
• standard intangibility
• massive offensive capacity

However, the Goro Goro no Mi is more useful in that it amplifies Kenbunshoku Haki and can defibrillate one's heart.
The Pika Pika no Mi, whilst faster in terms of raw speed, has a slower startup time for movement. (Kizaru did get cut)
