they both villains..

but
joker is psycho mad clown..

and goofy tobi is happy go lucky goofy character..


imo goofy tobi personality is better...

becuz goofy tobi is so dumb and funny who also happens to be very strong...

Mark Hamill's joker is my fav Joker, I don't know that many comic incarnations, I like Batman who laughs and endgame Joker.

Between him and Tobi as a goof I would say Hamill's joker is still my fav.
