Gonna test my luck and predict Hamura was the Sage of 3 Lands/Senjutsu. There's so much we don't know about him.
We know Kaguya is the god of everything created. And Hagoromo inherited her traits of chakra. Now I'm going to go on a limb here and predict that Hamura inherited her traits of Senjutsu. Perhaps Hago was the dumb younger brother like Asura to Indra and so on, but straigtened himself up. He lived on and spread this special ability to the world and the future generations to come. I believe that Hamura may have been the genius older one. He, rather than being as easy as Hagoromo and spreading his gift to the whole earth, left traits of it in special forest creatures who passed his energy on that way, since it was more advanced and not all humans possessed the skill to handle this properly and they kept turning into stone.
Animals on the other hand were already one with nature and could absorb this quite easily. So since he spent most of his time around animals, he taught them the tongue of humans, how to communicate with us, and how to communicate with them (seem familiar? humans talking to animals? Juugo anybody). Some of these animals mutated upon receiving this unusual senjutsu though, turning them into giants. Hence the elder toad and the Dragon Snake that taught Kabuto.
This pretty much explains everything, how animals can talk and why some of them are huge.
So Hagoromo was the Sage of chakra, and passed it on to humans.
Hamura was the Sage of Senjutsu/3 Lands and passed his on to animals, a more sophisticated energy that only they could handle at the time, to be taught to and inherited by only a select few individuals who were destined to change the future.
Later on, him and Hagoromo discussed the possibility of Kaguya returning. They agreed on 2 things, which I will get to later. The first thing, him sealing himself. He did this using a special sophisticated seal (he was a master of seals if the theories about him starting the hyuuga/uzumaki clan were true), that put his life span on pause so that he could be unsealed and revived, when the moon eye becomes complete, so that he could assist the 2 chosen ones in defeating Kaguya once again.
The other thing they agreed on, was Hagoromo meeting up with them in their conscience to give them powers. This wasn't explained.
And that's my theory. Thoughts?
