I doubt it completely U_U
Firstly, I know Luffy shares similarities with Roger more than Roger shares with his own son, BUT, it doesn't mean they should be exactly alike.
Secondly, Rayleigh reminisced about Roger, and showed us that Luffy's hat , was once Roger's. And due to this, he would've also said something about Luffy only possessing his Captains hat, but his Captains power (if it were true).
Thirdly, one could argue that if Goda showed us Roger also had rubber powers, it would be a huge spoiler, BUT, when would there be a better chance to show us he had rubber powers than the time we found out Luffy's hat was worn by Roger???
Also, Roger is shown to be a man of muscular figure yet when we were shown his "rookie" days, he was the same built as Luffy, meaning, if he was a rubberman prior to meeting Rayleigh, his body wouldn't grow (excluding height). Nor would his body grow if he consumed it later in his life.
Another thing is if Roger had it, Garp would've told Luffy about it. due to continuously fighting Garp (and at times, "taken to the brink of death") Even Sengoku/Gorosei would've commented about one more similarity between those two (aside from the " D. "). Hell, Gan Fal said something about Luffy having Rogers name, so why wouldn't he say anything about his power?
Furthermore, Roger having the fruit would be one of the biggest cliche' moments in OP. Period. Why? Because what is more cliche' than the former PK being a rubberman and the main protagonist also being a rubberman? And Goda does not incorporate anything cliche' in his work.
What's more is that (IMO) the only reason Shanks had that DF, is because DF's are worth HUGE amounts of money. And hence why Shanks was pissed (not only because Luffy ate it) but because he just "ate" his jackpot.
Lastly, it would be better off if he didn't have a DF whatsoever OR, if he should have one, the King-King fruit would be much more suffice and content.
