onoki is individually the strongest gokage,
so he most likely wins this

Oonoki > Gaara > Ay > Tsunade > Mei.
But it's not só one-sided as it looks.

Either Ay or Tsunade wins, as they have the biggest stamina. Mei goes down rather quickly, but not before Onoki, who is the biggest threat for all of them. Gaara is tough and he can be dangerous with a surprise sand tsunami, but I don't see him taking down both Ay and Tsunade.
