Imma go with SS anyway. It can restrain bijuu sized beings same probably goes for Godzilla; also it can take mountain busting attacks considering it took Kurama infused PS blades while even one simple PS slash can mow down a mountain.

Idk much about godzilla, but i did a quick search and i think none can win because they're just "brainless" i.e. attacking random, but if Hashirama is in control of said jutsu then yeah Ka'on takes it.
