So even though near the end that football titan torn said "king of monsters saves our city" what if the nations agree godzilla is still a threat and so they commission Kiryu but if you look there is an Easter egg in the film when they return the house there is a fish tank and in the fish tank there is. Round object and a PEICE of paper with the name "mothra written on it. So Kiryu sets after godzilla while godzilla is after the new mothra larva who is maturing quickly in the quarantine zone.
