Seems that the tree would suck the chakra (i.e., physical/mental energies) of anyone who got close to it. Only someone who already had control over powerful chakra could hope to access the fruit. In the recent filler/backstory, Kaguya essentially summoned the fruit to herself from below the tree, so she clearly had some power over it or connection to it.
