Everyone deosn't know that the village leaders got Itachi to masscre the Uchiha,leave the village known,as a Mass Muderer,and have his little brother hate him,and Sasuke wants to change Konoha so nothing like this happens again.

sasuke only wanted to become hokage because he felt sorry for itachi which is selfish , also naruto wanted to become the hokage so that he gets knowledge by everyone in the village which is selfish too,so the best hokage in this case would be kakashi

Now that i think about it,What 17 year old wants to lead a nation at that piont in life when they could be free and do as they please instead of having high politcal,military,etc leadership. They'd probably reconsider after hearing about paper work and stuff,like sending people out on missions like Hiruzen was doing in the begining of the story.
