So this is the second part of my theory/fanfic about the Global Military Enlistment in One Piece. In

*A year had passed since the appointment of the new Admiral Issho or Fujitora as many had come to know him as. He had quickly become popular with many of the current Marines, especially Smoker, because of his ways of dealing with situations. An example was his tendency to put safety before anything else.*
*Issho walked into his office quickly followed by a Marine fodder.*
Issho: And make sure to note down the number of people with Devil Fruits in the village. I don't care how strong. As long as there are Devil Fruit users there, it is under threat from Teach.
Fodder: Yes, Issho-san.
*The fodder left. Issho took a seat at his desk. Using his Observation Haki he took the time from the clock.*
Issho: Hmm, any minute now Momonga should be here.
*He could sense the footsteps approaching towards his door. Suddenly the doors flew open and Momonga proceeded through. He knelt down in front of Issho's desk.*
Momonga: Issho-san.
*Issho seemed to be looking just above Momonga, if only he could see.*
Issho: The kid just arrived.
Momonga<Hmph. His Observation Haki never ceases to amaze me. Even though he is blind, he can see more than an able sighted man.>
Momonga: Haha. Very well Issho-san.
*Momonga stood back up*
Issho: Anyway Momonga. How is the situation on the Eustass Pirates. I heard from Saka-san they have been crushing many of Big Moms ships lately.
Momonga: Indeed Issho-san. That Eustass is moving extremely quickly. Another one that has caught our eye is Trafalgar Law.
Issho: Hmm. There are rumors of a Shichibukai position for one of them being circled around in the government. I wonder which one the Gorosei will choose to give it to. Anyway, what has Saka-san said about this kids situation.
*Momonga took a deep breath*
Momonga: The Fleet Admiral has said this kid is a recommendation from the World Government. But the final decision about him becoming an Admiral would come down to you.
Issho: Yes we-
*Before he could finish his sentence, with the doors still open, both of them sensed the kids presence walking towards the office down the long corridor. The kid was about 18 years old. Green hair, a white buttoned shirt and neatly pressed black pants. He had a sword fastened to the side of his pants which was also black. Similar to Zoro's Shisui. The kid stopped in the arch of the doors.*
Kid: Im guessing this is where I should be for the Admiral position?
*Issho looked up*
Kid: Ahh. The rumors are true. Sakazuki giving such a high position to a blind man. How surprising. Iv read the report about you and his first meeting. I bet you are also surprised he chose you.
*Issho gave a small smile*
Issho: Indeed. I am very grateful to Kizaru. But we aren't discussing my career. We are here to discuss yours.
*Issho pointed his walking stick towards Momonga.*
Issho: This here is Vice Admiral Momonga. He will be advising me of my decision here. I know you may think you are special since you have been hand picked by the government, but the final decision is mine to make.
*The kid snickered*
Kid: My name is Aiko. I have been in the world government for a while now, I presume you... know who my father is?
*Issho had a serious look on his face.*
Issho: Indeed I do.
*A beat of sweat fell from Momongas forehead.*
Issho: Well, I am definitely not going to question your power. At the age of 15 you were given the Hito Hito no Mi: Model Gargoyle to consume from the World Government. You are also the one known for fighting on par with Marco of the former Whitebeard Pirates correct?
*Aiko laughed*
Aiko: I wouldnt call it on par. But yes. I have fought with him before.
Issho: Well, what wou-
*The den den mushi began to ring. Aika began to smile. Issho looked concerned as did Momonga. Issho slowly picked it up*
Issho: Yes? Oh, Saka-san. What a surprise. Hmmm.
*There was a long pause. Momonga gave a glance over to Aika, who at this point was smiling with his eyes closed. His head directed at the floor.*
Issho: Very well. Its okay Saka-san. I can hardly blame you.
*Issho put the den den mushi down and stayed quiet for a minute.*
Issho: Well, im guessing you know what that was about?
*Aika looked up.*
Aika: Indeed I do. You never really had a choice about this matter.
*Aika pointed out the door, his finger directed down the hallway.*
Aika: My office is towards the right, correct?
*He said as he began to turn and walk away*
Issho: Hmmm. However we still haven't talked about your code name. I was thinki-
*Aika turned around and quickly spoke*
Aika: Oh. Me and Dad disscussed this. The government chose Ryokugyu. Due to the side effect of my Zoan. However, I have no idea about the animal part.
*Issho looked surprised*
Issho: Side effect?
*He said slowly. Aika turned.*
Aika: Oh? You dont know?
*Aika began to grin. He unsheathed his sword quickly and pointed it against the wall. All of a sudden the window to the side of Issho smashed and a big vine headed straight towards Issho. Momonga was quick to act.*
Momonga: Rankyaku!!
*A slash came from Momongas leg and cut the vine into two. Issho remained calm and Aika was still smiling. Momonga was heavily panting as he had now landed near the window. As Momonga looked back at Aika, Aika now had a stone like effect to his skin and the occasional bit of moss here and there.*
Aika: You really think I could hold my own against a commander of the Whitebeard Pirates by merely transforming into a stone man with wings? Nonono. I also have the ability to control plants, just as Marco has his blue flames, I have the power of nature on my side.
*Issho's eyes were aimed at Aika. Then without saying anymore, Aika re sheathed his sword and proceeded down the corridor and to the right.*
Momonga: Are you okay Issho-san.
*Issho looked down.*
Issho: Yes. Fine Momonga. That kid is going to be trouble. He has ulterior motives here at the Navy. I just wonder what. Get somebody about the window. Afterwards you can help me with this paperwork.
*Momonga began to walk off.*
Momonga: Very well, Issho-san.
*Momonga shut the door. As he did this, Issho closed his eyes. And transitioned into a deep sleep.*

I tried to recreate what I thought the first meeting between Fuji and Saka would be like. If you don't read One Piece you may not like them, just saying aha Anyway since my first one got a fairly decent response I decided to do a second one about Ryokugyu, the last Admiral to be revealed (or so we presume). Because we haven't seen him in the manga yet iv pretty much made him my own character for the time being aha. Enjoy *....* - Actions
