Okay a Gaara fan, Well let me tell water is not one of the best thing for your sand. 
Now I know you must have done this drill with Scorps but let us quickly revise it, now before we start with water element let us discuss few general things.
I would now like you to describe me certain terms before we can start your training.

Ninja: A ninja is someone who uses their full abilities in the service of his/hers beliefs, working to achieve a goal. This goal can be anything from peace to war, money, destruction, personal griefs or even revenge and can be shared with others or individual. Most ninjas are fighters and correspond to the bulk of the military force of the great nations.
Chakra: is essential to even the most basic technique; it is the moulding of the physical energy present in every cell of the body and the spiritual energy gained from exercise and experience.
Ninjutsu: Ninjutsu is a term referring to almost any technique which allows the user to do something that they otherwise would be incapable of doing, including the usage of weapons.
Elements: There are five basic types into which the nature of chakra can be transformed. These five types are also called elements and are not only the origin of the names of the Five Great Shinobi Countries, but also the foundation of all elemental ninjutsu.

Nicely done, I will add on certain things though.
Ninja- A ninja is someone who uses his power to achieve his aim, goal, beliefs etc. Ninja mainly contribute to the militia power of a country, some ninja's are considered as rouge ninja, they work as individuals or small societies [Akatsuki] and like any other ninja live to fulfill there aims. Ninja work for many reasons like to serve there to country, earn money, to becaome powerful etc.
Chakra- Chakra is form of energy which is produced when one combines both his physical and spiritual energy, physical energy is one's own life energy and one can make improvement's in this field and therefor Ninja train vigorously to improve it, spiritual energy on other hand means mental or spiritual energy.
Some people with high physical energy- Uzumaki and Senju Clan, Kisame.
Some people with high Spiritual energy- Uchiha clan, Yamanaka Clan, Kurama clan.
Ninjutsu- Ninjutsu is mainly the way you utilise your Chakra, having said that it is mainly of two types which are listed below and like you said even weapon skills count as Ninjutsu.
Ninjutsu is basically of 2 type. Nature transformation and Shape transformation.
Nature transformation- It is nothing but providing your chakra with an specific elemental nature, It stronger than raw and unmolded Chakra, all the basic 5 elements are its example.
Shape transformation- It is providing your chakra with basic shapes just like in case of Rasenga, by doing so one is able to increase its damage dealing properties and as well as defensive properties.
Element's- Nothing to add there for the time being though learn there japnese name they may come handy.

Suiton: is one of the basic elemental nature transformation techniques that allow the user to manipulate pre-existing water, or create their own, by turning their chakra into water. It takes much more ability to create the water outside the body than to manipulate what is already available or expel it from their mouths. It is one of the most versatile of the five basic chakra natures, Water Release techniques can not only change shape but state as well. Moreover, the water becomes more solid in the process as well. Offensive water techniques seem to inflict harm from the sudden force that they exert, which would cause massive internal damage to a human.

Remember water techniques are fast but not as fast as lightning or Wind, most of the water techniques require a water source to be performed and thus every terrain is not beneficial for a suiton user and certail water jutsu requires a lot of hand seal.
I will be using the below template to train you.
Please note that you will need to describe as to how you performed that technique, I will remove this part in the future if you are good with explaining it, so are we ready to move on?

1. 3 is just a reference number, some techniques may not have that many pro and cons and some may exceed it, so no problem there.
2. No problem if you will not be able to do so, I will provide you with a image where ever it extremely essential.
So now we will begin by unlocking you water style chakra nature, * I quickly do a series of hand seal and a large are of earth rises up, I then weave a single hand seal and water starts to come down from that risen plateau thus creating a beautiful water fall*
I would now like you to sit under that waterfall and meditate, try and become one with nature and then focus individually on all the water around you.
I do as instructed an go sit underneath the roaring waterfall. I begin to clear my mind by listening to the sound of the water pelt the earth beside me and klink off the top of my head and fall around me. I feel the heat of the sun still beating on my face while the feeling of the cold water washes away the humidity clinging to my skin. As i go over all these things in my head i feel at peace. I begin to focus on the feeling of the water around me, back to the klinking as it falls off me, time almost slows down. I can sense each water drop as if it is it's own person. Each one as they merge an unmerge with splashes against me or the earth. I can feel it all as if it calls to me. I begin to sense the water before it even goes over the falls, I can sense it as it falls from the top and reforms at the bottom, cherishing each other as each droplet happily reforms with another.
I begin to focus on my chakra coils, following them til i get to the core of my chakra. I focus on it while feeling the water around me beating down on me and beside me. I begin drawing out my chakra from the center. Stretching it, forming it, expanding it ever so careful. The water around me feels relaxing and it keeps me very calm. With my chakra stretched to the point i want it, i start pulling it through my chakra coils til its near my tenketsu. I begin pouring it out but focusing it to grasp the water an redirect it to the large puddle that lies infront of me having formed when the waterfall started. The more i focus on grasping the water, the easier it becomes to redirect it an the more i move. First the water just landing on me and soon after all the water that falls, an would fall around me. Til the waterfall itself seems to be redirected to away from me.

(Suiton No Jutsu) - Water technique

Now this technique is the very basic and the core of water element, It can be used to create small waves, a burst of water and even be used for defense, We can manipulate the pre-existing water or use it without any water source, but remember the water which is left over after the use of this technique can only be used to perform D rank water techniques which require water.

One positive point is that you can be creative with it's usage as it allows you to shape manipulate water into many things and thus is versatile in its nature.
One of the weak point can be that it not all that powerful meaning even if your opponent has been hit by hit he will not suffer any major draw backs.
Moving on.
(Kirigakure No Jutsu) - Hidding in Mist Jutsu

Description: This displacement technique creates a thick mist to spring forth by lifting up some water from either a pre-existing source or expelled from their mouth, then goes in and out of sight at will from within the pearly-white realm. The mist's thickness is controlled by the amount of chakra kneaded into it. It can't fool the Byakugan, but, due to the mist being created with the user's chakra, any Sharingan and Rinnegan-user will see the mist coloured by their opponent's chakra, which will effectively hide the user from the dลjutsu.
Note: Can be created through releasing from mouth or manipulating a nearby water source
A very good technique for the purpose of surprise attack or retreat from a battle field, the user simply uses some water from his surrounding and make it rise while creating a mist out of it, the wider the water source the faster the mist is created and larger the area it covers in its intial stage, second way is to expel the mist out from your mouth though this method is compartively slower than the first one as it take some time to full cover the terrain.
Now this technique is used best with silent killing [Zabuza'a signature move] It can even prove handy against shringan and Rinnegan user as all they see is a cloud of chakra as the mist is fulled with your chakra but Byakugan user can see through it.
The downside is that can be easily blown away with the help of an appropriate wind jutsu.

Spreading from mouth is not very slow but comparatively slow.?
A bit of advice, when using mist always pass chakra in your feet to move around in the mist by doing so you can reduce the sound produce by your foot steps to almost zero and thus your opponent will not know about your exact location through the sense of hearing, remember hearing is one of the most important senses.
The wind techniques that you use to blow it away should obviously be Short-Long range and should sweep out large area as well.
