I think the horns are a result of being Kaguya which would mean they are bones. I don't think those horns they have are bones since they are black. I think it is more of intimidating headbands.

Ffs give the story a chance to run a bit more before coming out with all these insane theories. No one knows anything about the SO6P's brother, NO ONE. So how the **** can you make a theory about him? At least wait a bit (a few chapters) until we hopefully have more information about him.

Did you notice how different are RDS horns and Kaguya's horns?
Did you notice how similar are the RDS horns to Kin and Gin horns?

That makes me think that RDS=Hago's bro=Kin/Gin ancestor.
