Open both of the image with gimp

With the "Eclipse Select Tool" (the circle), create a path on the eye (the sharingan one)

Right click and copy

Paste onto the real eye and re-size it to the right shape you need

Go to the "Layers", right click where it says "Floating Selection (Pasted Layer)", right click and select "To new layer"
