i mean like i want gifs from the episodes like that have a scene from the actually episode and anime in the gif, like say gaara doing sand burial or something

Use photoshop. You get the best quality there is:

I always use photoscape,but photoshop version is better.

You just find a way to get the clips you want from the anime and then you import them into Photoshop. I use a program that lets me download videos from YouTube then I convert the file to .avi and import it to Photoshop CS3. The only problem with this way is that it's hard to find all the clips you want on youtube.
