I think some people underrate this technique and it really shouldn't be underrated.

This Suiton is an A-rank jutsu and nearly all A-rank offensive jutsu are fatal. For example, Chidori and Rasengan are A-rank techs and are both fatal. I know the rank of a jutsu doesn't determine it's power; however, usually the higher the rank, the higher the power.
Can you name one offensive A-rank technique that isn't fatal?
This technique is so big and powerful that it can change the landscape of an area and cause a natural disaster. It's power is so great that when it hit Zabuza, it paralyzed him and caused such physical damage to the point that he needed a week to recover from it. This is the guy who could withstand a dozen swords deeply impaled into his back and still charge full force against an army of thugs, break through them, and cut off Gato's head with just a kunai in his mouth. His physical resistance is great, so if Giant Vortex Jutsu could put him in such a position, it has to be a very strong technique.
