Divine Providence
Just like the Uncertainity Principle of Quantum Mechanics, Akabane has the ability to warp reality simply by not being able to imagine something. It was explained by Masaki Kurusu in volume 37 that Akabane's ability works in this fashion, and that if he doesn't acknowledge it, it doesn't exist. He has been shown to negate an enemy's powers by not being able to believe such a power could exist, such as when he used ordinary scalpels to cut in half Masaki's indestructible daggers of light by not being able to believe they couldn't be cut. Most notably he's been shown to negate his own death after coming back from the dead after being 'killed' in his first fight with Semimaru. When questioned he stated that he's never been able to imagine himself dying so it's unlikely he ever will[3]. When he was turned into a mere drop of blood by Masaki Kurusu, he simply revived, due to being able to imagine death. In volume 39, Sarai Kagenuma, the man who knows everything, also commented that if Akabane doesn't believe it, then it cannot materialize.
Indomitable Will
Der Kaiser has an immense will. With it, he was able to overcome death itself and convert his existence into something that wasn't alive or dead.
Illusionary Abilities
the power to cast illusions, even permanent ones. As seen, he can cast illusions onto those who exist outside of the frame of time (to the point that the target thought it was actually real), as well as onto his heart and soul. He transformed his heart and very soul into the image of a key, so that every one that saw his heart and soul, would only see a key.
Stigmata
is granted with immense power. All of his natural abilities and stats are augmented to their absolute best. It is said that every character in Getbackers are allowed to use no more than 30% of their maximum power. However, through invoking the power of their Stigma, one is able to use all 100% of his or her power and exceed all limits. Through the power of his Stigma, he can pass through dimensional barriers easily. It allows him to attack intangibles, noncorporeal beings, and corporeal beings in his situation. The Stigma also greatly increases the power of its user's will; or better yet reality manipulation. It is a curse, but a gift at the same time

Heisenburg's Uncertainty Principle has to do with finding (or not finding) things at a certain time. For example, it's impossible to find an exact location of an electron. This principle has nothing to do with what you stated it does, I don't think.

Do you think the first one would work on people with immutable powers

Well they have fought people who existed in different timelines which would grant them immutable powers. The first one was used to cut through dimensions, light, immortals, etc. Also the one with the first power is a "logic manipulator" he can find a way.
