He doesn't have to say that. The fact that he said "That little girl got quite powerful after receiving Naruto's power" is enough. He still acknowledged her and what she did with that power.

I expect soemone to tell me, "wow you spent that given money well."
No one would say, "wow the money made you a good spender."
I think Hinata deserves some credit in harnessing that power and having the resolve to tank that tail.
