Both of these 2 shinobi have potential to be atleast top 20 if they had more screen time & if wasn't killed off.
Genma- can shoot a tooth pick out of his mouth and has frog and probably more secret techs
Hayete- has kenjutsu, and shadow clones with 1 hand
