The user uses his chakra to affect the optic nerve of the opponent to have him see the user immediately transform and scatter as a plethora of Sakura petals.The plethora of scattered Sakura petals then continue to increase in number growing in size fast enough to be untrackable by mere human eyes until covering a large enough area when the opponent's vision can be completely obstructed by the Sakura petals.The user hidden behind the overwhelming mass of the Sakura petals is then free to do whatever he pleases. Which is opportune for setting up sneak attacks or even just being used to create a small gap of time for the user to conceal himself somewhere within the terrain.
This specific illusion is useful in the fact that its not something on going, simple and to the point.Using it to conceal yourself for a few brief moments. The effectiveness of this technique depends on the use of the time in which you are concealed. Personally I would use that time to either set up and hide a clone for future sneak attacks.Or even use it as part of the combo for a sneak attack having either myself or a clone preform it to distract the target while the other directs the attack towards him. I also mentioned using this to conceal yourself, by that I mean use the time hidden behind the Sakura petals to actually find somewhere in the terrain to conceal yourself and hide from the opponent, be it for whatever reason.You could also use it for a "surprise" attack not sneak attack, the difference being it's litterly surprising like preforming the technique and while hidden behind the petals directly jumping out towards the target.As you mentioned it's a fairly simple technique and there's not much you can do with it aside from what I stated.
Honestly if the combustion of a ninja into an ever-multiplying plethora of Sakura petals doesn't seem like a genjutsu, I don't know what does.There are of course other assumptions that could be made that don't directly lead to it being a genjutsu. Such as it being a "Ninjutsu" technique similar to that of the liquification technique of the hozuki or the countless substitution jutsu variants. Though I believe some of the signs that it is a genjutsu would be the speed in which the technique is preformed and the lack of hand-seals, given there are some Ninjutsu techniques that don't require hand-seals it's still a way of deducing it, that and the speed in which the petals multiply and expand could be a sign of an illusion to someone who prides themselves on their eyes and reaction speed like an uchiha.
Questions : This is a one use gen right. As in you use the genjutsu it conceals you for a few moments then disperses right or do the Sakura petals continue to conceal you as long as you channel chakra for.Another question I had was one for genjutsu in general. You corrected me on how Genjutsu was instant chakra transferal, If I were to lets say release a fireball towards the opponent then place them under a gen wouldn't the gen take effect before the the actual jutsu hits them do to it being instant, and if so does that mean the gen always takes effect first regardless of how many techs used before it due to it being "instant"?

Well I asked Reborn and he reasoned it a bit different then you and the other Sensei we were discussing it with.Here's what he said, "Unless the jutsu is part of the environment itself it wouldn't change. For example: Chakra/elemental armors, projectiles, streams, waves, otherwise temporary or non-environment affecting entities wouldn't be subject to change.Wood Forests, giant earth structures/manipulated earth, Raining techs, etc, those too could be affected. You can't affect people or things that aren't part of/or effect the terrain."First, genjutsu isn't so much "sending a wave of chakra" - chakra is transferred instantly between yourself and your target, which means it isn't "sent" towards them (this is why chakra sensors and dojutsu users can be caught in illusions). As for your questions, you have to change specific parts of the terrain - you can't alter how the ground and your body look in one use. But you can change things that are moving, as well as your own techniques (as long as you use the genjutsu after releasing the technique).
