Genjutsu is an art of illiusion. It makes people see illiusions. As I know, sharingan users cast genjutsu by looking someone in the eye. Normal users cast genjutsu by forming seals or using items like itachis ring.

They take over users brain and his mind and then they start making illiusions to the person.

Actually, on a more accurate manner, you send your chakra into the other person's chakra flow, disrupting it to take over all five of his senses, manipulating them to induce illusions.

I think it's sharingan, because it can cast illiusions too. So it wouldnt work on it.
