*Richter channels his chakra into your clone and effects his senses; making him see a huge ball of fire in the sky that is slowly falling down towards him.*

This jutsu is effective because it not only "scares" your enemy, but it can leave him/her stricken with a great deal of anxiety and stress. Also, if kept active long enough, your enemy will see the fireball while it's dangerously close to him/her; maximizing the psychological effects of this justu. Which might lead to him/her wasting chakra on jutsu whilst panicking.

Well, since this technique can be easily misperceived as a ninjutsu, you can use it to potentially force your enemy to do things that could lead to their defeat, or supplement you in some way. (Cause and Effect)

Example: I use this jutsu; the enemy uses a Suiton or a Doton move to try and beat/block the illusionary fire; I take them down with Raiton.

This would prove especially practical if the Doton/blocking scenario unfolds, because they'd most likely be in a dormant position.

Well done, that was what I was looking for. Genjutsu is all about playing with the mind of your opponent to get them to react the way you want them to.

Have him believe that you have just created a clone, and that very clone is walking towards him. However, when he gets close, he suddenly jumps, exploding into a cloud of cherry blossom petals.
Describe the impact of this and the purpose of surprising your opponent.

*Richter channels his chakra into your clone and manipulates his senses to create a scenario in your clones mind of Richter spawning a clone that walks towards yours and abruptly jumps and explodes into a shroud of cherry blossom petals*

One of the cool things about this technique, is that it can be used with complex methods, by utilizing ninja tools and jutsu that fit the circumstances; Or it can be used to "startle" your enemy. The aforementioned alone would be enough to capitalize on, but it also provides another benefit: the after-effect.
If you've ever been subject to jump-scares, then you'll know that there's a feeling that you get in your gut afterwards. It's a really strong feeling, and I feel like it can be really effective if utilized against a Taijutsu specialist (slowing down their reflexes, initiating anxiety and possibly causing fatigue, do to the accelerated heart rate) .
Also, "Cause and Effect" and visual obscuration might apply to this technique, as well.

Cause and Effect Example: I use this technique; the enemy uses a jutsu to take out the clone; I kill them as they're attacking the nonexistent clone.

Well said, along with the more negative aspects of Genjutsu such as fear or stress, surprise also plays a pretty huge role.
  • Surprising people is basically catching them off guard, and it inflicts shock, which makes them vulnerable for usually a short amount of time, and in that moment, allows you to pull off moves.
  • Surprising people can also be a short timeframe in your moves, as your opponent is human and has feelings, and should react to your jutsus. Hesitation and shock usually give you time to plan and think.
You've covered a lot of it and express some good knowledge already, just summarizing it all up.

One of the prime effective uses for this technique is distraction. Distraction, will takes your enemy's focus off of everything except for the sword; allowing you to use this as an illusionary tech and a battle tactic. Also, confusion might play a roll as well. Confusion, in particular, can cause your enemy to potentially lower their guard.

Cause and Effect Example: I use this technique; the enemy uses a technique to kill me while I am swinging the sword; they are ensnared in a Genjutsu; I dodge their tech, resulting in them wasting chakra.
