There have been alot of arguments about this.
For example the current video on Youtube Whitebeard vs Madara uchiha.
And in the video people say Madara wins because he can easily cause genjutsu on the opponent. Whitebeard supporters counter by saying "Genjutsu only works on people with chakra".
So now lets looks into how genjutsu is caused: genjutsu techniques manipulate the flow of chakra in the victim's brain, thus causing a disruption in their senses.
Now lets look at what Chakra is : Chakra (チャクラ, chakura) is essential to even the most basic technique; it is the moulding of the physical energy (身体エネルギー, shintai enerugī) present in every cell of the body and the spiritual energy (精神エネルギー, seishin enerugī) gained from exercise and experience.
Now, Everyone has "Chakra" if you think about it.. everyone in one piece has "physical energy" and everyone has "spiritual energy"... And it is the mix of those 2 that makes chakra.. and through chakra.. the Chakra system is made.
Chakra is basically like the following :
Haki (One piece) : a mysterious power that is found in every living being in the world.
Ki (Dragonball): This force is a tangible energy inside every living being, its major focus being in the center of the body
Reiryuko (bleach): is a power aligned with the spiritual sensitivity and willpower of the user.
So if everyone has spiritual and physical power in them they "TECHNICALLY" have chakra.. so Genjutsu CAN work on people outside of the Naruto-verse. Because it is basically disrupting the Physical energy and the spiritual energy. That is all.
Note : I felt that there was a great need for this thread to be made. Also if your gonna say disagree atleast a give a reason
