well my answer is that skilled genjutsu user >>>> noob victim so if anyone who isnt skilled enough or has a counter to realize and release himself from others illusion is a victim of genjutsu. saying that if itachi or any other sharingan user is very skilled and his victim which might by rinngan user pain is not skilled enough to dispatch and counter that illusion then surely a rinngegan user can be a victim of sharigan.

It's even proved in manga when 3tomoe sasuke managed to cast genjutsu on MS itachi himself.
It all depends on the skill of personxd

This thread isnt about who is powerful .its just about having the right technique anyone can break genjutsu , after all genjutsu is all about illusion not about any any killer move
