Jiraiya used Genjutsu on Pain, Madara used a genjutsu on Raikage, Sasuke used a Genjutsu on Killer Bee, Hashirama used Eternal Darkness again Hiruzen when Orochimaru summoned him, Obito's Frill Necked Lizard Genjutsu, Mizukages Clam Summon Genjutsu... And that is litterally just what I can remember off the top of my head... you have to be kidding me, there have been and will continue to be dozens of Genjustu used in the manga.
Well, for once...Tsukuyomi controls time in the head of who ever Itachi uses on and the effect of the Genjutsu is instant and you can't break free from it unless you have Uchiha DNA....it other words....haxx!!!!!!
Not quite, Tsukuyomi is merely a powerful genjutsu cast by the Eye of a Sharingan, but ability to control time was merely an added ability Itachi was able to make use of thanks to his incredible skill with genjutsu. Danzo remarks on this during his fight with Sasuke.
The Uchiha brothers have a duality, one eye casts amaterasu, the other Tsukuyomi.
With Itachi he was not very skilled in Amaterasu but was extremely skilled with Tsukuyomi being able to control the enemies perception of time while they are under it.
With Sasuke he was not very skilled with Tsukuyomi but was extremely skilled with Amaterasu being able to control the shape and form of Amaterasu and even being able to extinguish the flames, something Itachi thought was impossible.
