I noticed something, Tobi may have been synching the Eight Tails through Gedo Maze as well as the Nine Tails as they fighting ; which leads me to believe maybe Tobi possibly did this off-panel or when Naruto entered Bijuu Mode . Of course I believe Tobi was only able to do this in small increments, as he threw the pots that had a portion of Kurama's charka into the Gedo Maze's mouth. (they contained Kurama’s charka).

With the former said, Tobi probably hoped that the pots would help bolster the Gedo Maze chances of successfully becoming the Juubi, and its chances of retaining that form for a even extended period of time.We should see the revival of the Juubi once the manga switches back over to Naruto and once we do; things should begin to get much more interesting since the promise time has come.

What I am saying is that, Tobi may have been syncing some of the Eight and Nine tails charka while they were fighting; but I believe this may have happened off panel to hide it from us.
