It was implied Nagato could have survived it if he was at full Chakra but so far everyone who has performed should've or has died.
As I said, Kishi implements character perspective to make it more life-like. Kishimoto has characters say a lot of things for this purpose, including Konan's statement. It occurs a lot, like when "Kishi had Danzo say" that Itachi was the one to tell Sasuke about the secrets of the village which we know not to be true because we observed the event of Tobi telling Sasuke the facts whereas Danzo did not see, or hear of it:

Life-like? It makes no sense. Unlike with Danzo who made a false guess, how did Konan come to that conclusion to begin with? It's like she's seen it in action. It screams recton.
Life-like means realistic.
Konan made a guess too. She came to a conclusion the same way Danzo and all the others did, with only what they knew already and unsurprisingly, she did not know that RT costs the user's life.
Nagato though, did. His manner of speaking confirmed he knew the end result of the tech, there's no retcon. Kishi's manga has been many things but it's always been logical and never plot-holey. Leave that to Bleach.
