my theory.... gedo mezo is juubi with tails cut of so that most of the chakra could be divided in to 9 tailed beats e.g
1st tail for Shukaku
2nd tail for Matatabi
3rd tail for Isobu
4th tail for Son Gokū
5th tail for Kokuō
6th tail for Saiken
7th tail for Chōmei
8th tail for Gyūki
9th tail for kuruma
10th tail for so6p to seal the juubi

No, Juubi is the "ten tailed" beast, next to the "nine tails", "eight tails", etc. So if you combine all, you get the ten tails.
