Exactly what I was going to ask. If it is haki than what about it, why it is in a random pattern, & what does that mean??????? And how did a haki make a tattoo.........

Its Haki. As luffy stated he used that form to fight off the beasts, so that may have something to do with it, he had to look like a while animal, and some animals have patterns and we are not sure as to why. But to answer the question again, it is Haki.

Luffy's look is inspired by characters of Japanese folklore/mythology.

In old paintings and traditional Kabuki theatre gods and demons were depicted like this.
