Incorrect.
First issue. You're saying Gaara is over Eien no Mangekyo Sharingan Sasuke implying, overall Gaara is a more powerful shinobi. This is false - Sasuke has enormous chakra reserves. Sasuke fought along-side Itachi against Kabuto and essentially held his Susano'o up the entire fight. When he returned to the battle-field against Madara and the Ten-Tails and hasn't shown any signs of chakra exhaustion. This means that Gaara can't hold up a drawn-out battle to tire Sasuke as it's too risky. Sasuke is well above Gaara in Taijutsu, can easily with his Mangekyo Techniques rival and probably surpass in the Ninjutsu section, and in Genjutsu he is almost unrivalled.
Amaterasu - you say Gaara can block it. We've seen it do well against Amaterasu but not Enton. In addition, the Sand was already in the location it needed to be to .. Sasuke shot it right at the sand. Now in a fight, he wouldn't shoot at the sand - he would shoot at Gaara himself. Gaara's Sand has shown no feats that imply that his Sand is just as fast, if not faster than Amaterasu. In addition, Gaara knew it was coming because Sasuke had his scarred Mangekyo Sharingan "turned-on". Eien no Mangekyo doesn't show those signs so Gaara can't prepare for Amaterasu. Let's not get started on Enton if Gaara can't compete with a simple Amaterasu.

]. A Normal Susano'o Arrow would destroy the Sand.. add Enton Arrows which adds speed, precision and overall power to the Arrow sending it through Gaara's and the burn his body into the ground. Now you may say, Gaara pulled Madara who has Perfect Susano'o out of his Susano'o so why can't Gaara do it to Sasuke's. Well Sasuke can pull out his arrows fast enough for Kakashi's only counter to be Kamui and Danzo having only just enough time to use Izanagi. Gaara's sand cannot penetrate the Susano'o fast enough to effectively pull Sasuke out of his Susano'o. In addition, by putting his Sand on the offensive front, renders his defence weak and having a weak defence against a Susano'o user can be fatal.However, let's say Gaara can somehow defend and attack Sasuke while having his sand move fast enough to fight any attacks Sasuke sends at him. ]. His Susano'o was a lot smaller in the first image. The second Susano'o was a lot larger and still didn't go into its second state. Madara is 179cm tall while Sasuke is 168cm. Their height is not too far off and Madara looks a lot larger compared to his Susano'o here [

sasuke wins this obviously. his lightning attacks can get thru gaaras sand if it doesnt sossano arrow spam would fodderize it and what makes you tink gaaras sand is fast enough to block amaraterasu? sasuke is out of his league.
