Yes in this game, tie meant no one gets lynched. But what comes after lynch phase?
A night phase.
Kira team kills another task force member and the teams are all tied and they win.

Then there was not much to do about it...only if you are 100% sure that Naruko was a Team Kira member- which she was apparently not.
