Well, the first tomoe is induced by having a near death experience. Pretty simple in application to enduce but quite often the limitations of it is forgotten. Especially when one has recovered from the hospital (Being tended to by a med student and sensei) after the fight. Gaining the one tomoe allows the user to have a small perception of motions, taijutsu movements of a normal taijutsu user, it also allows him to see chakra but the sharingan cannot penetrate chakra or see deep into it, like the byakugan can. Achieving one tomoe also gives us the visual prowess to see that they are caught in genjutsu by being able to see the irregular chakra signature/flow in a persons body and the sharingan at 1st tomoe has the ability to pierce through optical genjutsu at D rank but that is it. Optically the user is able to distinguish chakra by separate colour and the shape of the certain manipulation allows the user to distinguish what element is being release or catalysed. Every shinobi has his own chakra colour/signature, which can help you distinguish thing when dealing with multiple opponents in a crowded environment.
The second tomoe is draw upon a multiple amount of scenarios. 1st is basic tracking, the abillity to use the sharingan only to locate something with using only its chakra signature. This displays keen understandig of the perceptive prowess of the sharingan and its tracking abillites. This also allows you to cleanly display its weaknesses as well and how limited it is when it comes to piercing. The second part perception of movement, this is honed by analytically using the sharingan to breakdown the opponents movements to predict the direction and manner which they choose to strike you at/with. When breaking down the movement of muscles, posture and intent to strike the user must display all natural occurances which go along with that strike for it to be considered valid. The third and final stage is genjutsu piercing in which the user has to push their sharingan past its regular limit to induce the final change. This requires a stressful scenario but not that alone, the sharingan wielder needs to logically decipher the genjutsu whilst being put under the pressure. The large amount of strain will force the sharingan to evolve pass its normal state creating the second tomoe. Overall the second tomoe enhances on most of the aspects and capabilities of the first tomoe when it comes to its optical perceptive abilities. Once achieved the user has the ability to mimic minor movements he can perceive with his level of sight but only if he can physically perform them as well. With the second tomoe the user now has the ability to analyse quicker and gains a small level of perceptive abillites. He has the ability to track quickly and by reading handseals predict ninjutsu to an extent. The user can now also gain the ability to break through visual genjutsu C-Rank and below.
