There isnt any Kinkaku or Ginkaku chakra inside of those tools anymore. It was used to create the Juubi the time that Obito sealed it in himself and after Naruto pulled bijous out, it was shown to be pulled out as well. Even if there is still some left in the tools somehow, Gai might not even be compatible with it.
