Gai's got to be on the 8th Gate if he has any chance against Nagato. Shinra Tensei can be used to repel him and his Taijutsu attacks and then Nagato could pull out his Dog Summon or even the Rhino one to beat Gai.

Repelling something as big as Hirudora should extend the 5 sec cooldown time, and Gai should be able to strike in this period.
