OP, when debating a battle with gaara in it, you gotta specify if the setting of a battle is a desert or not.
NE way, I say gaara will win. Afternoon tiger failed to knock out kisame, who was expecting his shark jutsu to eat the attack. I don't think gai can spam it, and gaara has shown impressive defenses against explosive jutsus. I'd say gaara can outlast gai in his 7th gate, if they are in a desert. If not, it depends if gai is faster than gaara's sand.

Gaara wud murder Guy! Damn Gaara is underrated! He beat Mizukage and Muu with barely any help. He also is a kage lvl ninja who now thinks strategically. He wud MURDER him easily. Look, Gaara's sand is fast enough to easily block amatarasu and strong enough to block 4th Raikage's attacks! He wud OWN Gai easy, a sand avalanche and just bury him alive!!

This fight comes down to two things: 1. Terrain 2.speed of gaara's sand
1. Tarheel is right if he had the desert he would have an overwhelming advantage, but if they were to fight on water Gai would have an advantage. Though grass would not be a big advantage for Gai as Gaara could crush rock beneath the ground to make more sand
2. The speed of gaara's sand varies. Though his sand has massively increased in speed, defence, and offence since Part 1 and losing the shukaku. On one hand gaara's sand was fast enough to catch amaterasu (though it looked like he saw that coming along with the 4th raikage's attack) Though Gaara's sand was not fast enough to catch Jokey boy. So Im guessing Gai in the 7th gate which would be comparable to jokey boy which would faster than Gaara's sand and his ability to react to Gai's movement
So to me it all boils down to where they fight and Gaara outlasting Gai's 7 gates and matching The daytime tiger with his Ultimate defense of sand which he would need enough sand to make a strong enough shield though I believe he is Gaara of the desert and he can crush rock to make sand. so unless the fight on a big lake or the ocean or its raining really hard.....Gaara would win

gaara would win;
1, the environment doesn't fully matter since gaara can change it as shown before.
2, gaara's ultimate defense would need a high level jutsu to be able to break through it.
3, gaara's intelligence.
4, the speed of his ultimate defence is also extremely high now.
5, he has distance advantage.
